98. Enucleation of the orientation The context of our Institute, which is becoming more diversified geographically and culturally, should be marked by a greater decentralization and participation, according to the principle of subsidiarity. This requires that the role of the General and Regional Governments and their offices be reviewed and reconsidered. The General Government, sign and bond of unity, directs, coordinates and animates the Institute (cf. Const 116), creating space for discernment, decision making and communication among the continents, regions and individual members. The XGC, has instituted the position of Continental Councilor for the purpose of offering a more effective coordination of the various sectors and activities of a continent. It has also felt that it was useful to continue to have a General Secretariat for the Mission as a help to the General Government and to the Continental Councilors. 99. Aspects which motivate the orientation 1. A continental sensitivity and consciousness already exists in the realms of politics, economics and social life. The problems and initiatives of a single nation have a repercussion on the whole continent. 2. Even the Catholic Church makes continental choices (synods, episcopal conferences, symposiums...). 3. The Institute and the majority of its members are open to this dimension, always provided that its unity is safeguarded. 4. The internationality and interculturality of the Institute favour this continental dimension. 100. Practical proposals Continentality The Chapter, after an evaluation of the establishment of the Continental Councilor by the XGC, proposes to continue and reinforce the initiatives already accomplished in the past six years and promote new ones, always with the intent to favour a continental vision and praxis. The Chapter recognizes continentality as an important facet of our organization. 1. Within one year after the end of the Chapter, and before the Regional Conferences, each Continental Councilor, in accord with the General Government, will organize a meeting of the Regional Superiors, and two meetings among the members responsible for the various sectors of activities (AMV, JPIC, formation, pastoral…), so as to carry out a program based on the Chapter decisions and the continental needs. 2. The Continental Councillor should continue the continental meetings of Regional Superiors, according to the plan for the continent. Continental Councilor 3. The Continental Councilor carries out his service according to the directives of theXGC and retains his residence in Rome. 4. The Continental Councilor assumes the role of animator of the continent. He is to coordinate its activities and serve as an intermediary for communication between the Regions and the General Government, including in such matters as destinations and avvicendamenti. For matters of basic formation he is to refer to the Concilor who is in charge of this field. He will also act as a link with the Consolata Missionary Sister of the same continent who is entrusted with this role. 101. General secretariat for mission 1. The General Secretariat established in support of the General Government and its activities will remain in Rome. 2. The Continental Assemblies will decide on whether or not there should also be a continental secretariat for mission. It is up to them to define its modalities and organization. |
