SALE AND PURCHASE OF PROPERTIES

The Superior General of the Consolata Missionary Institute, in a meeting on July, 1st, 2004, having taken note of the request of the Region of Kenya, having heard the opinion of the General Administrator and with the favourable vote of the Council, authorizes the sale of a piece of land in the Allamano Seminary. The use of the proceeds is for the purchase of a strip of land which would allow an independent entrance to our Philosophicum in Langata (Nairobi).

TRANSFER TO THE REGION OF ITALY

The Superior General of the Consolata Missionary Institute, in a meeting on June 23, 2004, having taken note of the directives of the Xth General Chapter, and after consultation with, and approval of the Region of Italy, and his own Council, approves the transfer as of September 1, 2004, of the Theological Seminary of Bravetta (Rome), from the General House to the Region of Italy, according to the Constitutions n. 127.

Regional Financial Reserves

Our letter “Poverty, Finances and the Missions” (October 4, 2002) urged individual missionaries, local communities and Regions to practice effective sharing of the property Providence puts in our hands for the benefit of the missions. The letter states: “To achieve an equal distribution and fraternal sharing of property the General Government will guide and direct those regions that have achieved their upper limit to distribute their excess funds to the poorer Regions.” (BU 101, 26). The same letter states that the maximum reserve fund a Region can set aside will be determined by the General Directorate in consultation with the Regions.
The subject of regional financial reserves was discussed at length in the assembly of Regional Administrators in November 2003. On that occasion criteria and suggestions were given to the General Directorate so that it could determine common guidelines for the whole Institute that would correspond to the spirit of the October 2002 letter.
On the basis of its study and the suggestions it has received, the General Government determines that each Region or Delegation can keep financial reserves equal to the Regional Administration expenses for a period of two years.
This guideline has a threefold goal:
1. To urge each Region to create “a fund whose interest can be added to offerings from benefactors and other income to cover the ordinary and extraordinary expenses of the Region.” (ibid., 20).
2. To preclude Regions from accumulating an unwarranted amount of money from benefactors which ought to be redirected to the missions and the poor.
3. To promote a genuine sharing of property, not just within the confines of a single Region but among all the Regions of the Institute.
The General Government is well aware of the great diversity of circumstances that exists within the Institute at present and is willing to consider the needs of Regions that do not feel they can comply fully with these guidelines.
The General Administrator will assist any Region that asks for help in understanding and applying of these norms.
