(Part two) SERVICES AND OFFICES
SERVICE OF THE GENERAL GOVERNMENT In our Congregation, the General Government is “a sign and a bond of unity among all the missionaries and the various provinces. It provides a service of animation and leadership so that our Congregation may live in fidelity to its vocation and accomplish its mission in the Church, according to the charism of our Founder.” (Const. 116).
a. The General Council - Every year the General Council should hold three ordinary and lengthy sessions in March, June and November; - Each member of the Council should be committed to discerning what is best for the Congregation in a spirit of communion, collaboration and fidelity to our missionary charism; - Each Councilor should act as a spokesman for the thought and wishes of the whole General Government and should promote a family spirit and unity of purpose.
b. Superior General: Father Aquiléo Fiorentini - Directs and coordinates the work of the General Councilors; - Governs and animates our family – with the help of the General Councilors, General Offices and the Secretariat for the Missions - Establishes a relationship with each individual missionary and community in an effort to promote human growth and faith.
c. Vice-Superior General: Father Stefano Camerlengo - Collaborates with the Superior General; supports and assists him in carrying out the decisions taken by the Council; - Carries out certain canonical visitations in line with the directives of the last two General Chapters; - Is responsible for the area of specialization in conjunction with the General Office of Basic Formation; - Oversees the Congregation’s study centers and cultural heritage; - Represents the General Government with confrères in the General House and the London community.
d. Second Councilor: Father Francisco López Vázquez - The Continental Councilor for Europe and Asia (Korean Delegation and Mongolian group); - Is in charge of the General Office for Basic Formation and Studies – he performs this task in close collaboration with the other Continental Councilors.
e. Third Councilor: Father António Fernandes - Continental Councilor for America.
f. Fourth Councilor: Father Matthew Ouma - Continental Councilor for Africa.
GENERAL OFFICES 1. General Administration The Administrator oversees the Congregation’s property and administers its resources. The office of Administrator includes the following responsibilities: administration, auditing, assistance, advice, training and information.
Activities - Directs and supports administrators in overseeing property and bookkeeping in the various Regions; - Oversees the auditing and revision of accounts on all levels; - Supports and encourages Regions to respect local laws and the principles of economic justice – especially with regard to our lay and religious collaborators; - Is responsible for training administrators; - Works with the Office of Formation and Studies to create a practical (and spiritual) guide for teaching students the “economy of communion and poverty”; - Studies along with the Regions, the possibility of making local investments that will promote responsible growth and lead to eventual self-sufficiency.
Criteria for distributing assistance - Each Region should send their financial reports to the General Administrator by the end of February annually; this will allow him the time to present the General Administration’s financial report and the Region reports to the General Council before the end of March. - Along with their financial report each Region Administration should send to Rome a budget of covering local needs as well as special and extraordinary projects that need financing. - Distribution of assistance for Regions, evangelization and the poor should take place during the March session of the Council. - In determining what assistance should be distributed for evangelization and the poor, the General Government should bear in mind:
the written account of the previous distribution to the Regions; the suggestions and requests coming from Region Superiors; situations of special urgency (sickness, disaster, formation, AMV).
- It is up to the Region Government to determine how funds will be distributed within the Region. The General Government does not consider requests coming from individual confrères – these should be addressed to the Region Governments. - Requests coming from individuals or agencies outside the Congregation will only be taken into consideration if the interested Region has expressed their opinion. - The General Government can intervene and offer assistance in the case of disaster or special need. - The General Government will make public – possibly during the Continental Meeting of Superiors – how much assistance it has provided and what criteria were used to determine its distribution. - The General Government will continue contributing funds to those Regions experiencing financial difficulty.
General Secretariat The General Secretariat is a working agency directly under the General Government. It acts as a liaison between the General Government and the Regions; it communicates the decisions of and collects information for the General Government – and the Congregation’s history.
Secretariat - Publishes the IMC bulletin - the official voice of the General Government: the Bulletin is published quarterly in Italian, English, Spanish and Portuguese. Individuals chosen by the General Secretariat or the Regions translate the bulletin. - Maintains the current archives (archivio vivo) by collecting important information (various documents, wills, declarations of “manleva” [disclaimers of Congregation responsibility for the acts of an individual]). - Sees that declarations of “manleva” are translated in our Regions. - Sees that the personal files of confrères who have completed basic formation are sent to Rome. - Oversees publication and printing of the Constitutions.
Registrar - Oversees publication of the Yearbook. Towards mid-December the General Secretary asks Regions to send in information on changes during the past year. Yearbook updates are terminated on January 15 every year. - Publishes a yearly list of brothers and sisters who have died. - Updates the “Missionari Defunti” book before the Consulta.
Archives - Continues work of computerization; - Collects files on former professed and deceased missionaries from the Regions.
General Secretariat for the Missions The General Secretariat for the Missions assists the General Government in animating the Congregation and in General and continental projects. Two missionaries directly under the General Council oversee this secretariat. - Supports and coordinates General Government projects in the area of ongoing formation, Mission/Vocation Promotion, apostolate, Justice-Peace-Environment and Consolata Lay Missionaries. - Edits and publishes Documentazione IMC – information about ongoing formation; - Takes part in all Justice-Peace-Environment, Africa-Europe Faith Justice Network, SEDOS and other meetings on behalf of the General Government; - Is responsible for the Congregation’s website and updates it regularly.
Postulation The Postulation is responsible for directing the canonization process of our Founder and handles all other matters related to those beatification causes the Congregation is promoting.
Activities - Maintains contact with the Congregation for the Causes of the Saints; - Collects material necessary for canonization causes; - Oversees studies and publications on our Founder; - Coordinates and is responsible for relics, souvenirs and writings of the Founder; - Promotes projects for studying and making known the life and thought of our Founder as well as other important Consolata Missionaries; - Oversees publication of “Giuseppe Allamano – dalla Consolata al mondo.”
Historical Office “The Historical Office takes care of researches and critical studies on the life, teaching and writings of our Founder, on the history of our Society and our Missions. It pertains to this Office to collect and publish the memoirs of our departed confrères.” (Const. 132.8).
Activities - Research and collect in public and private archives and libraries documents and texts referring to our Founder, our missions or the life of the Congregation and its members; - Seek information from missionaries and Regions about the Congregation and its history; - Arrange collected material, prepare critical editions of fundamental texts and make them available to all members of the Congregation; - Work closely with the Postulation and the General Archivist.
